「大使館ウィークin Nikko」に寄せて・・（この企画が発案され実施に至った経緯がよくわかる文章）

パリの中心、ナポレオンも眠るアンバリッド広場の近くに、バラ園に囲まれた小さなロダン美術館がある。パリでの私の好きな場所である。偉大な彫刻家ロダンのパートナーで愛人でもあったと言われるカミーユ・クローデルの作品も展示されている。数年前に、彼女をテーマにした映画も上映されていたので、知っている人も多いと思われる。彼女の弟、ポール・クローデルもヨーロッパの著名な作家であった。その彼が大正末期に彼自身希望して駐日大使として赴任して来たのは、日本の美術に関心を持っていた姉の影響を受けてのことであったと言われる。
Rodin Museum, a small museum surrounded by
the rose garden, is located near to the place of Invalides in the center of
Paris, where Napoleon is laid in state. This is one of my favorite places in Paris. There displayed the works by
Camille Claudel, the partner and the mistress of Rodin, the great sculptor.
Many people might know her through the film about her which was shown to the
public several years ago. Her younger brother, Paul Claudel was also a famous
writer in Europe. He was transferred to Japan as French Ambassador to be stationed
in Japan at the end of Taisho Era on his demand. He was said to be influenced
by her sister who was interested in Japanese fine arts.
クローデル大使は、外交面でも大活躍されたが、日光の中禅寺湖畔に今でも存在するフランス大使館別荘をこよなく愛した。時間が許せばそこに滞在し、多くの文筆活動にいそしんだ。ところが、大使の在任中に信じられない様な事態が勃発した。関東大震災である。東京、横浜は火の海となり、フランス大使館も焼失してしまった。クローデル大使はその焼け野原となった大使館敷地内で、病院と託児所を仮設して被災者の救助活動を指揮した。
Ambassador Claudel, very active in his
duty on international affairs, loved the French Embassy’s summer house located along
the Lake Chuzenji in Nikko. This summer house still exists today. He spent his
spare time there to get involved in writing books. On his duty in Tokyo, there occurred
an incident incredible. It was the Kanto Great Earthquake. Tokyo and Yokohama
were all covered with fire. The French Embassy was also destroyed. Ambassador
Claudel took a leadership to rescue the victims by setting up temporary
hospital and a day nursery facility on its premise.
クローデル大使が愛した日光にあって、私は小さなボランティア・グループを主宰している。昨年の3.11の後、私達も居ても立ってもいられない気持ちになり、ささやかながらも東北地方支援活動を行って来ている。ところが、今年の始めになり、日光市への観光客が大幅に減少し、地元産業が苦境に陥っているとの報道が出ると、グループ内で地元の為にも何か行動を起こすべきではないか、との声が出始めた。昨年来、東北地方では150カ国を超える国々が支援活動を続けて来ているが、いずれかの国の大使館と相談してみようとのことになった。そうなると真っ先に思い浮かんだのが、日光と長きに亘って関係のあるフランス大使館である。
Living in Nikko Ambassador Claudel loved,
I supervise a small volunteer group. Since March 11th last year, we
have visited the stricken area in Tohoku district for some support. However,
the tourism industry in Nikko started suffering early this year from the
decreasing of visitors caused by the bad rumor of radiation contamination
brought from Fukushima. Then some voice came up from our group so as to take
some action in Nikko to do something helpful for the sake of our own local
place. Since the disaster occurred last year, more than 150 countries have
extended their support to the attacked area but not to Nikko. We came to decide
to visit some Embassies to explain our serious situation. The French Embassy
came up first in my mind because of its long relation with Nikko.
私がフランス大使館を訪問し、事情を詳しく説明すると、殆ど即座に、出来るだけの協力をしましょう、とのことになった。涙が出そうな感動であった。その後の協議により、文化行事や地元の食材を使ったフランス料理のデモンストレーション等で、日光を盛り上げてくれることになった。大使館との協議を通じて、民間の多くのフランス人が東北地方の被災地支援活動に当たっていることを知ることになった。
I visited the French Embassy and explained
our problem in detail. Then they responded almost instantly with positive
reaction saying that they would cooperate with us in launching a project to
encourage our local people. I was very much encouraged and moved. Our
discussions with them afterwards decided to rouse Nikko by some cultural
performances or cooking demonstration by using local safe materials etc.
Through the discussions with Embassy people, I got informed of their great
consecutive civil activities devoting to support Tohoku stricken area.
これに勢いを得て、今度は中国大使館にお願いに伺うと、「検討しましょう」と言うことになったが、間もなく、大使館から東京や横浜の華僑グループに打診が行ったようで、３つの華僑組織が積極的に協力してくれることになった。この話し合いの中で、華僑の人達も我々と同じく日中交流促進を強く望んでいることを感じて心強かった。
This very positive reaction from French
Embassy encouraged me to visit the Chinese Embassy which gave me back an agreeable
answer after a while and introduced me three organizations of Chinese merchant
residing in Tokyo and Yokohama. Their generous and active cooperation made us
understand more that they also desire to promote the friendship between Japan
and China.
もう一つの重要な隣国、韓国の大使館もお願いしてみようとのことになった。日光での外国人観光客の中では韓国人がトップクラスである。事情を説明すると、韓国大使館の反応も予想を超えるもので、「できるだけの協力をしましょう」とのことであった。
One more important neighboring country is
Korea. As for the number of the oversea tourists coming to Japan, the Koreans
are the biggest. Upon my explanation on the situation of our tourism industry
in Nikko, the reaction from the Korean Embassy was more than we expected. They
promised to cooperate as much as they could.
このような打診をした結果、このような大使館行事の実施について、日光市長と相談したところ、即決でやりましょうと言うことになった。補助もいただけることになり、９月２２日から３０日までの実施に漕ぎ着けたのが「大使館ウィークin Nikko」である。東北地方での支援活動は各国が個別に行って来ているが、このように複数の国がこぞって協力活動を実施することは珍しいことであり、地元日光の人々にとっては本当に有り難いことである。
After sounding out those Embassies on the
matter, I visited the major of Nikko to discuss about the possibility of the
execution of cultural events supported by those Embassies. He agreed right away
and promised to assist a certain official finance. That is how we proceeded to
set up the executive committee to realize our project named “Embassy week in
Nikko” from September 22nd to 30th for 9 days. The
assistance to Tohoku area attacked by the disaster has been extended by
respective country but this project in which a support project will involve
several countries has never existed before. We, the local people in Nikko, are
very appreciative of their cooperation together.
ところが、最近になり予想もしなかったような形で日中・日韓関係が荒波にさらされることになっていることは残念である。これは、領土問題等を論ずる紙面ではないが、我が国と中・韓両国との関係は決定的な対立を惹き起こすわけには行かず、協力と交流の拡大こそがそれぞれの利益になるものだとの考え方に立ち帰らざるを得ないものであると、信じている。日本側としても、出来るだけ感情的にならずに、論理と理念を持って対応して行くことが、国際社会の理解と協力を得る道であると思う。先日も、東南アジアの或る外交官と話をしていたら、彼は「これ迄、日本ができるだけ冷静に対応しようとして来ていることは良いことだ」と評価していた。
It is very regrettable, however, that our
bilateral relation with China and with Korea has been derailed recently in an
unexpected way. This is not to discuss on the territory issues but I dare to
say that it is time for us to be sure that the promotion of our bilateral
cooperation and exchange is to be profitable for both of us instead of
asserting our own rights to each other. Japan shouldn’t be emotional either but
should be patient enough so as to respond to this issue logically to seek for a
way to get international understanding and cooperation. When I was talking with
a diplomat from the Southeast Asia the other day, he evaluated our Japanese
attitude which has been rather keeping cool.
中国の人達も頑なで反日的な人達ばかりではない。私は長期的には日中の若者の相互理解が重要だとの思いで、毎年のように中国の大学で日本についての講義を行い、日本でも中国について講義して来ている。２年前に、尖閣諸島で中国の漁船が日本の海上保安庁の巡視船に体当たりして来たのは、私が南京大学で講義していた時であった。私の講義の真只中で緊張した面持ちでの学生が手を挙げ、質問しようとしたら、周りの学生が彼を制止しようとしている。ここで河合先生に政治的な質問はすべきでない、として制止していたようだ。私が、どんな質問をしてもいいですよ、と言ったら、「先生は釣魚島（中国名）についてどう思うか」との質問であった。
Not all the Chinese people are so aggressive
and against Japan. Almost every year I go to China to conduct lectures about
Japan for young students at universities with a belief that mutual understanding
between young people in both countries is the most important in the long run.
Also in Japan I have lectures about China on campus for young Japanese
students.
It happened to be at
the time when I was having my lecture at university in Nanking that a Chinese
fishing boat attacked a Japanese patrol boat from the Japanese Maritime Safety
Agency at Sengaku Islands two years ago. In the middle of my class, one student
raised a hand to ask a question about it. Then some students around him tried
to stop him saying he shouldn’t touch upon a political issue. I said to them
that any kind of question was welcome. The student, encouraged by my
suggestion, asked me clearly how I would think about that issue.
そこで私は、次のように応えた。あなたは私に中国側の主張にいささかなりとも理解を示すことを期待しているとすれば、それは間違いである。私は、中国側の主張には全く正当性があるとは考えていない。ところで、ここで皆さんに考えて貰いたいことがある。この問題以外にも日中両国の間にはいろんな問題があり、それらを速やかに解決することは難しい。大事なことはそのように難しい問題があっても、日中両国は決定的な対立を生むことはできない、と認識することである。決定的な対立に至れば、両国にとって利益にならないばかりでなく、アジアの発展も無くなるだろう。このように述べたのは、私が２度に亘って東南アジアに在勤した際の経験に基づくものであった。
Here is how I answered to him. “If you
expect me to compromise the assertion of the Chinese government, you are wrong.
I never find the justice in what Chinese government asserts. Here is what I
want you to think about. There exist more problems between Japan and China
which are very difficult to be compromised. The most important thing is to understand
that we should never be opposed to each other. If we end up with adversary
relationship between us, there will be no development not only in our two
countries but also in Asia as a whole. The reason why I was convinced of what I
explained to the student is based on what I experienced during my assignment to
the Southeast Asia two times during my career as a diplomat.
ところが、このように話し終わったところで、私もびっくりするようなことが起こった。大教室中で大きな拍手が湧き起ったのである。私が全く予想していないことであった。
Then an
unexpected thing happened when I finished my talk. There came up a big
applause.
中国の若者達は良く勉強する。彼らの多くは優秀であり、冷静に論理的に話をすれば理解してくれる。また、そのような相互理解を少しでも広めて行くことが両国関係の安定と発展のため重要である、と私は考えている。
Chinese young people study very hard. Many
of them are smart and ready to understand if we discuss calm and logically. I
want to put a stress on such way where we keep our mutual understanding more in
order to stabilize and develop our bilateral relationship.
その意味でも、９月末の「大使館ウィークin Nikko」を成功させたいと考えている。是非、多くの方々に日光を訪問して、３カ国の文化行事を楽しんでいただき、また交流を深めていただきたい。諸外国との交流拡大が日本を、また日本人を元気にして行く道に通ずるものではないだろうか。
In that sense, I strongly want the project
« Embassy week in Nikko » to be executed successfully at the end
of September. I wish many people visit Nikko to enjoy the cultural events to be
provided by three countries and to promote friendship between each other. By
strengthening our friendship with other countries, we could encourage ourselves
all over Japan.
最後にもう一度フランス人からの応援歌に戻りたい。フランスのプログラムの一つが、フランス在住の画家による展覧会である。マリ・ドゥルエさんと言う日本文化を愛する画家である。彼女は、フランス中部の古都、ナント市におられ、何度も電話をしてお願いしたが、快く協力をして作品を貸してくれることになった。今回、我々には予算が無くて、彼女を日本に招待することは出来ない。彼女は、これ迄も東北地方への支援活動をやって来ておられて、日光についてもフランス大使館から推薦されたものである。フランスにおられる彼女から次のような感動的なメッセージをいただいた。日本は世界中に多くの良い友人を持っているものだ、と感動させられ、また我々もガンバラなければと思い知らされる。
Last of all I want to touch upon the message
from a French artist. Among many cultural events is an exhibition of
collaboration work by two artists, a Japanese photographer and a French
painter. The French artist named Marie Drouet is living in Nante, an old city
in the center of France. We talked over telephone and we asked her to lend us
some of her works. She sounded very happy to cooperate in our project. She has
been involved in the support activity to Tohoku and again she was introduced to
us by the French Embassy. Unfortunately we couldn’t invite her to come to Nikko
this time, but instead she sent us a beautiful message to cheer us up. We are
very much moved with this message and we are appreciative of the fact that
Japan has so many wonderful friends all over the world. We definitely have to
respond to those cheers coming in from outside of Japan.

フランスからみなさまに向かって何かを述べようとすると、３月１１日に日本を襲ったあの恐ろしい大災害のことが思われ、胸が強くしめつけられます。
As I address you to say something from
France, my heart aches with my thought about that awful disaster which attacked
Japan on March 11th.
私がいまだ訪れたことのない日光ですが、その日光に豊かな遺産があるということを知っています。日光の自然は特別に美しいということ。その建築は人間と自然が調和したお手本であるということ。日光は、世界のどこかで、知恵と美を学ぼうとしている全ての人達にインスピレーションを与える泉であるということを。
Although I have never been to Nikko yet, I
know that Nikko treasures a great rich heritage surrounded by such beautiful
nature where the architectures are found as the best example created in harmony
of humans and the nature. I know that Nikko is the source which gives
inspiration to people somewhere in the world seeking for the wisdom and beauty.
この『隔たりと連なり』の展覧会と私が被災地の風景を出発点にして作り上げた作品とが、日光に学ぼうとする心に響いて、みなさまそれぞれに心の安らぎと静けさを伝えられたら嬉しく思います。
I would
be happy if this exhibition named « Distance/Continuity » and my
works based on the scenery of the destroyed area may give a comfortable echo to
those inspired by Nikko and make them feel peaceful and tranquil.

10月29日、NHKの紹介に便乗して地元の鳴き虫山登頂を思いつきEECCの仲間と出かけた。たかが鳴き虫山と軽い気持ちで出かけたところ、手ごわい山であることがわかった。標高1183mというから男体山の半分しかないが、９時に出発して憾満カ淵に下りたのが午後３時半であるから、かなの時間がかかった。別の厳しさがある。尾根づたいの山道は木の根が張り巡らされ、まるで階段状である。規則的ではなく、自由自在風の階段であるため、足が届かないくらい段差があったりしてかなり体力を使う。それより、木の根のちから強さは圧巻である。バランスを失うと尾根の下に落ちそうになる。なかなか手ごわい山道であった。紅葉狩りの目的であったが、山頂に来て、鬱蒼とした雑木林と黒木林にさえぎられて視界は殆どゼロ。３６０度紅葉が展望出来るという紹介はどこから来たのだろう。文句を言っても始まらない。とにかく登ったいじょう、進むしかなかった。でも、登って良かった。平凡な紅葉狩り以上の素晴らしい自然を観賞出来たのである。昨日の大雨とはうってかわって本日は雲一つない秋晴れの中、木漏れ日が木々の葉の豊かなグラデーションの色彩をこれ以上無いほど輝かせていた光景に出会えたことである。男性二人、女性四人のチームであったが、女性群が断然元気であり、先行してこの自然の豊かさ美しさに感動することしきり。夫は後半では足がつり始めて生還できるかどうか必死であったらしい。後続隊を待ちながら「男性は遅いのね～」と優越感を持ちながら歩いていたことを反省。
